Girls reunited with parents
ITANAGAR, Jul 17: Two teenage girls Geeta (13) and Jeeya (15) (names changed) were reunited with their parents by the Childline Itanagar and Childline North Lakhimpur, Assam unit on July 8th and 14th respectively.
The girls from North Lakhimpur were working as domestic help and had run away from their employer's home on June 29 last. They were found by one concerned adult who handed over the duo to the Nirjuli police station.
Later on, the police personal contacted Childline and registered a case. A team of Childline, Itanagar led by Punyo Yashe rushed to the police station and took charge of the girls. They were later produced before the Child Welfare Committee (CWC) Capital Complex, Itanagar under the guidance of CWC chairperson Mepung T Bage and CDPO S C Tok.

ASF bats for streamlining of education system
ITANAGAR, Jul 17: The Arunachal Students Federation (ASF) today urged the Secretary Education to streamline the education system by providing basic facilities such as computer, library, sport materials and other teaching materials. In a letter addressed to the Secretary Education, ASF claimed that many government schools are not providing basics facilities to the students. The students' federation also condemned the alleged charging of fees from the students by many schools and urged the school authority to return the amounts to the students. ASF further demanded the Secretary Education to open temporary law college from 2015 academic session till the completion of Jote Government Law College infrastructure. It said that students from humble background are unable to afford the fee charged by the private law colleges in the state. ASF also appraised the authority to pursue with the CBSE to establish branch office at Itanagar to end unnecessary expense incurred in result and mark sheet related cases by the students from Arunachal Pradesh.

Refurbished Emergency Operation Centre
KHONSA, Jul 17: Deputy Commissioner Tirap Kamlesh Joshi visited the refurbished District Emergency Operation Centre.
He checked the equipments which were recently procured for strengthening of DEOC and instructed DDMO Khonsa to maintain a separate inventory register for DEOC equipments and regularly use and check them for longevity of the equipments.

Tourism development meeting held

Embezzlement of fund alleged
ITANAGAR, Jul 17: All Jingang Hima Youth Association alleged that there is huge mismanagement of fund meant for computerization of commercial taxes under Mission Mode Project. In a release it alleged that work was awarded to Guwahati based firm Trans Virtual Pvt Ltd for engagement of System Integrator (SI) and supply of, installation and maintains of hardware and network infrastructure and digitalization and connectivity for CT MMP by the department of Tax and Excise. The association claimed that the work is not going upto the mark and there are no sufficient employees to operate the online tax collection as per the regulation. It further claimed that instead of online payment the state government and Tax and Excise Department unlawfully collected the tax through money receipt. It also claimed no physical work is executed in the prescribed location.

Law to check menace of rampant hill cutting
ITANAGAR, Jul 17: Govt of Arunachal Pradesh would draft a law to check the menace of rampant hill cutting considering constant damage to roads by private individuals.
The Govt has decided to enact a special law to control and regulate hill cutting and to prevent damage to ecologically sensitive sites.
The law shall provide stringent punishment for hill cutting without permission. The Committee shall also study the provision of the Assam Hill Land and Ecological sites (Protection and Management) Act, 2006 for reference.
In this regard Chief Secretary has constituted a Committee to check hill cutting and to regulate permission for hill cutting.
The Committee shall be headed by Secretary (Law & Judl) with Director (Urban Development), Director (Land Management), Deputy Commissioner (ICC), Conservator of Forest (Statistical & Planning) as Members and Director (Town Planning) as Member Secretary.
Group C and D posts: Recruitment rule is framed by the administrative reforms department to regulate the method of recruitment to the Group C and D posts of various departments. At district level the Deputy Commissioners are following the rule for recruitment to the posts which are under their control, informed Chief Minister Nabam Tuki in the Legislative Assembly today. He was responding to a star question from MLA Tesam Pongte.
Responding to a supplementary from Pongte, the chief minister informed that except recruitments in Govt secretariats like assembly secretariat and civil secretariat and some technical posts, there is a common recruitment rule for appointment in group C and D posts and the district administration of respective district are following the rule, Tuki said.
The Chief Minister further said that there is a dearth of sports personnel in Tirap and Changlang districts. Therefore, some posts under sports quota in Tirap and Changlang district will be converted into civil posts for recruitment of local of people of that districts in that particular posts. When Dr Mohesh Chai claimed that appointments in many district level group C and D posts are made from headquarters in state level, the Chief Minister asked him to place his grievance in written to look into it.
Responding to a supplementary from MLA Japu Deru, Tuki said in certain cases like recruitment on compassionate ground, the department concerned takes step for recruitment in the vacant post with the recommendation of the district authority.
SSA and RMSA fund: Education Minister Tapang Taloh informed that there is no misuse of SSA and RMSA fund by the West Siang DDSE.
When Opposition leader Tamiyo Taga in his supplementary maintained that funds under SSA and RMSA schemes were misused and there is no implementation of the schemes, the minister said considering pubic grievance regarding alleged misuse of fund, a departmental enquiry committee has been constituted to ascertain the truth. APBOCWWB got Rs 61.23 crore in last 8 years
ITANAGAR, Jul 17: An amount of Rs 61.23 crore was received by the Arunachal Pradesh Building and Other Construction Worker Welfare Board (APBOCWWB) in the last eight years against one per cent labour cess paid by every department, Chief Minister Nabam Tuki said today.
Of the amount, an expenditure of Rs 50.46 crore including Rs 41.54 core was incurred
on undertaking welfare measures for the labourers and the rest was spent against
administrative expenditure, Tuki said responding to a Calling Attention motion raised
in the Assembly by BJP member Tage Taki. Presenting the year-
Raising the motion, Taki asked as to why the one per cent labour cess for APBOCCWWB was being deposited in the state government account.
He alleged that the chief minister withdrew an amount of Rs 3 crore for purchasing laptops and Rs 1.55 crore for procuring mobile handsets.
Admitting that fund was taken for genuine medical assistance to the labourers under the Chief Minister relief fund as provision with the Board was inadequate, Tuki said the Board decided to provide laptops to the meritorious students of the labour community and accordingly procured laptops worth over Rs 3 crore and further purchased mobile sets worth Rs 1.49 crore for labourers through tender process.
Mobile handsets were distributed to the registered workers with the Board who have completed four years of service, the chief minister added.
Deputy Speaker Tsering Norbu Thongdok who was on the chair lauded the welfare measures for the labourers but asked the Board to take care of their accommodation and hygiene before adjourning the House for the day.

Dept to crackdown on malpractices
CHANGLANG, Jul 17: Assistant Controller, Department of Legal Metrology and Consumer Affairs L Taijong issued an office memorandum to all the Inspectors of the Legal Metrology and Consumer Affairs under Changlang, Tirap and Longding to remain vigilant to stop the traders from charging rates higher than the printed (declared) price in these three districts and take necessary steps to contain the menace.
Taijong stated that complaints have been pouring in from the consumers and public in general from these districts that packaged commodities such as readymade garments, stationery items, office equipments and materials, electrical goods/ appliances, electronic gadgets, soaps & detergents, baby food, bakery product, cigarette, cosmetic, edible items, etc are being sold at much higher price than the printed (declared) price by the traders of the districts to earn easy money overnight. He further mentioned that cold drinks are being sold at exorbitant price by adding chilling/freezing charges over printed price taking advantage of scorching heat of the present season.

RUKSIN, Jul 17: As part of its ongoing "Van Mohatsava", the forest department of Ruksin territorial range today conducted plantation programme in the premises of three schools in Ngorlung village with massive participation of the school children, teachers, Panchayat leaders and local villagers.
The programme started with plantation of sapling in Ralung LP school premise by Ruksin Anchal Chairperson, Aruni Jamoh, which was followed by cleaning of weeds in and around the school and plantation by the foresters, students, teachers and local villagers.
Ruksin Forest Range Officer, Y Potom, who conducted the plantation activities, suggested the school children to take proper care of the planted saplings to ensure its survival.

Insurgency problem back to haunt NE region
In recent months all of a sudden insurgency problem is back to haunt North East region.

warned of more such attacks and has virtually kept government of Manipur, Nagaland

As per the media report businessman Nandalal Sahu, 65, and his daughter Kajol, 18, died while Sahu's wife Monti Devi, nephew Manoj Shah and another relative, Akshaylal Shah, sustained bullet injuries when three suspected Ulfa (I) cadres opened fire at them at Bijuliban village under Pengeree police station. Reportedly union home minister Rajnath spoke with Assam Chief Minister Tarun Gogoi and reviewed the situation. This sudden rise of militancy activities does not augur well for the region. The people of NE region have paid heavy price for it and are really fed up of insurgency problem. Government of India needs to play proactive role to end the militancy problems. Central government should engage all the militant groups in dialogue process. Without peace process there will never be permanent peace in the region. Before situation goes out of control, govt of India should immediately intervene and start peace negotiation with the militancy groups.

Restore the Transformer
Dear Editor,
Through the column of your esteemed daily, I want to draw the attention of the authority concerned towards delay in restoration of transformer in Barapani Sector, Naharlagun.
It is quite disheartening to know that the concern authorities are not taking any initiative in restoration of transformer in the sector, which was last badly damaged due to short circuit and burst out in the 10th night of this month, now the people of the sector are in adversity for more than a week in this scorching summer without electricity as if living in remotes area, which does exist even to this day. Pertaining to that, there is probability of serious major unwanted incident like theft, robbery, drunkard & drugs addicted people loitering around and making nuisance by taking due advantages of the darkness.
As recently, the state Government has released Rs. 5 Crore to the power department to restore the damages of power supply throughout the state, wherein, I suppose within the said amount, the restoration of Barapani transformer is also included.
Therefore, I on behalf of the whole Barapani sector would like to appeal and convey upon the concerned authorities for early restoration of the transformer in the sector for the convenience of the people and to avoid untoward incident.

Profoundly undemocratic, thoroughly misconceived project
Dear Editor,
The Aadhar card (UID) is an attempt to uniquely & digitally identify people for the primary purpose of tracking the social security of an individual. It is inspired by the Social Security Number issued in the USA.But conceptually the Aadhar is supposed to benefit social inclusion on all development parameters (Education, Health, Employment) and hence pitched as more than an identity card. The statement that it is a good initiative is debatable. It would have been a good initiative if India had its social security figured out, which it has not.
Public Distribution System (PDS) is one such social security measure. Major issue in PDS is pilferage and quality of service neither of which are related to the unique identification of a person. Moreover UID claims to help identify a person when they migrate from a village to another village or city which is a genuine problem but again the PDS system is too corrupted & cartelized to make good use of the UID.
For most of urban middle class Indian with a PAN card, perhaps a passport and a driving license, the UID provides not much benefit. The question that arises at present is its significance and remarkable existence and identification utility.
UID can at best help prevent ‘fraud’, not collusion or extortion, which are far more
common. A great deal of corruption is not wage-

Data theft and transfer to intelligence agencies or corporations have potentially horrendous consequences. That is one reason why many countries including the UK, US and Australia have abandoned national ID cards. Another is the high cost. According to reports, UID’s per person cost is estimated to have jumped from Rs 31 to between Rs 450 and Rs 500. Aadhaar will therefore probably cost something like Rs 150,000 crore (Rs 1.5 trillion).The Planning Commission is already allotting it Rs 35,000 crore to Rs 45,000 crore (Rs 350 billion to Rs 450 billion) over the next five years to cover only half the population. This is astronomical for a scheme with dubious benefits.
Yet, the Aadhaar project is being pushed through without a legal basis, and without public or parliamentary debate. UIDAI was created by an administrative order and before any proof of concept studies were commissioned. Aadhaar numbers are being rolled out even before the relevant bill is tabled in Parliament. The process is profoundly undemocratic and the project thoroughly misconceived. I feel it must be halted at once.

Arunachal has talent
Dear Editor,
Through the column of your esteemed dailies, I would like to draw your kind attention towards the recently published advt on 14th July regarding Arunachal Idol 2015.
Being a music lover, it gives me great enthusiasm to know about the upcoming singing
show and its prizes but on the other hand, it also reminds me of last Arunachal Idol
which was held in the year 2012-
It is very sad to know that the Top 3 finalists of last Arunachal Idol were not given any audio/video album contract till today whereas it was mentioned that the top 3 finalist will be awarded with cash prizes along with album contract.
An artist is always hungry for their popularity/publicity which can’t be fulfilled by cash prizes alone.
So, whoever organises such programme must fulfil all their promises to the participants. If it happens in our own state then how can we trust others?
My humble request being a music lover to the organisers is to encourage more and more as Arunachal has really got talent.
